		<description>I thought it advisable to put in a final note on the nature of the title of this piece. It poses the question of us where on the spectrum of opportunities should regulation lie. should it be (as many of its founders believed) a place of anarchic freedom, with no state control, but self regulated and free from coercion. Or will it approach the other end of the spectrum (it is currently heading in that direction) as one in which state regulation is absolute and no content is not monitored and only the approved material is displayed.
